TSCA Legislative Update!

US Senate and House negotiators have reached a bipartisan agreement reconciling the bills passed by each chamber last year to reform the Toxic Substances Control Act (TSCA). The full text of the compromised legislation is yet to be released. But the Senate Environment and Public Works (EPW) Committee circulated a report detailing what is contained in the “final, comprehensive solution to modernize TSCA”, which it says “will achieve a more predictable and uniform federal regulatory program”.  on May 24th , the US House of Representatives overwhelmingly passed  passed the reform legislation, H.R. 2576 by a vote of 403-12. It is expected that the US Senate will be considering the reform agreement in June. Two Bipartisan Bills Advancing Recycling Pass the Senate

The U.S. Senate unanimously approved the Recycling Infrastructure and Accessibility Act (S. 1189) and the Recycling and Composting Accountability Act (S. 1194), which will help build recycling and composting infrastructure projects, increase data collection, and explore a national composting strategy. The two bipartisan bills would help the U.S. reach its national recycling goal of 50 percent by 2030.

House Passes the Ocean Shipping Reform Implementation Act

John Garamendi (D-CA-08) and Dusty Johnson (R-SD-At Large). The bill’s primary focus is to address the influence of the Chinese government on the U.S. shipping industry.

The Alliance was pleased to learn that the Death Tax Repeal Act, H.R. 7035, has been reintroduced in the U.S. House of Representatives by Rep. Randy Feenstra (R-IA-04). The bill would fully repeal the federal estate and generation-skipping transfer taxes. H.R. 7035, which has gained more than 160 cosponsors, was referred to the House Ways and Means Committee for consideration.
