Arizona Air Permitting Issues

Maricopa County, as well as the entire state, does have a Title V permit program in place. Sources with the potential to emit more than 100 tons of VOC per year, or 10 tons of one hazardous air pollutant (HAP) or 25 tons of a combination of HAPs are required to apply for a Title V permit. Arizona does recognize general permits for similar types of operations. Printing facilities with presses that can achieve a maximum of 550 square inches of impressions with a maximum of 2 printing units per press are required to obtain a non-Title V operating permit.

According to Title V, all major sources must apply to the state for an air quality control permit. These sources must submit plans showing compliance with all the applicable Clean Air Act regulations. The state must then review the plans and application for compliance and subsequently draft a permit. The permit must be reviewed by the appropriate regulatory agencies, nearby states (when applicable), and by the U.S. EPA.

There is an annual emissions inventory requirement as well. The completed forms are due to the Agency by March 31st or 90 days after receipt of the forms, whichever date is later.
